Nice! Hopefully this will attract more frequent contributions. Nitpicking on one thing in the README:

Always run php doc-base/configure.php before commit!
Maybe ship with a recommended git hook, perhaps using grumphp to enforce it?

Probably something that should be done via CI eventually, as it appears to function at least partially as a validation tool. Still it’s a great start.
I for one am really looking forward to what this brings. I’ve given up on documentation contributions on multiple occasions.

Oh thank the heavens. The old editor was a nightmare. I committed changes to the docs once and couldn’t get it to save, or progress to submitted. Even someone that’d been successful with it before tried helping at the time.
This will absolutely improve the PHP docs.

This has been a long time coming, great to hear. This was always the best part of PHP so it’s great to see the barrier to entry getting easier.
Being able to type php.net/{function_name} always puts a smile on my face.
Everything that counts for the statistics of Github and Stackoverflow about PHP, comes very well. And of course also for contributions

Maybe now we’ll get better documentation of PHP internals now that contributing will be easier? I’m not holding my breath, but that would be a very welcome result.

I think you misunderstand – this is for contributing to the documentation, not displaying it.
Why would you do that? This is done for easier maintenance and contribution of PHP.net from the community.
