Most AI infrastructure news arrives as a promise: a groundbreaking ceremony, a memorandum of understanding, a target date years out. This one arrived as a status update from a data center that is already turned on.
Advanced Micro Devices, Inc. (AMD), Cisco Systems (CSCO) and Saudi Arabia’s HUMAIN said on Monday, August 31, that AI computing capacity built around AMD’s Instinct MI355X chips and Cisco’s networking hardware is now live in the kingdom, serving paying customers rather than sitting on a construction schedule.
That distinction matters, because most of the AI buildout headlines investors see this year describe plans and promises, not production.

The infrastructure is live, not just promised
The system running in Saudi Arabia combines AMD’s Instinct MI355X graphics processors and EPYC server chips with Cisco’s Silicon One networking chips and 800G optics, according to a joint statement from the companies.
HUMAIN, the AI arm of Saudi Arabia’s roughly $1 trillion Public Investment Fund, is using the setup to sell GPU capacity to customers inside and outside the kingdom.
That capability did not exist ten months ago. AMD, Cisco and HUMAIN only announced their joint venture in November 2025, when they told Reuters the project had landed its first customer, generative-video startup Luma AI, for an initial 100-megawatt buildout.
Moving from announcement to live production workloads in under a year is fast by data center standards.
HUMAIN CEO Tareq Amin said the milestone “demonstrates HUMAIN’s ability to build, operate and deliver advanced AI infrastructure at scale.”
A second phase of up to 250 megawatts, using AMD’s newer Instinct MI400 series chips, is due to begin deployment in 2027, with the joint venture still targeting up 1 gigawatt of capacity by 2030.

Saudi’s chip supply still needs Washington’s yes
The bigger story is what Monday’s announcement does not mention: every future chip shipment still depends on individual U.S. export approval, so in a way, they need Washington’s “YES”.
Washington authorized HUMAIN to buy the equivalent of up to 35,000 Nvidia Blackwell chips back in November 2025, but that clearance came case by case, not as standing policy, according to the Commerce Department.

That gap widened in July 2026, when the Commerce Department moved the United Arab Emirates into Country Group A:5, the top tier of U.S. export trust, letting approved Emirati firms buy advanced AI chips without individual licenses.
Saudi Arabia was left out of that reclassification, according to a Reuters report.
That is a real risk for a venture planning to scale tenfold by 2027. HUMAIN’s current buildout runs on chips already cleared, but the next 250 megawatts will need fresh sign-off from a licensing regime that still treats Riyadh more cautiously than Abu Dhabi.
AMD and Cisco stock: what the numbers really show
- Data center revenue hit $5.8 billion in the first quarter and accelerated to $6.7 billion in the second quarter, up 107% year-over-year. However, despite strong demand for AMD’s EPYC processors and Instinct GPUs, it still trails Nvidia’s roughly $89 billion in second-quarter AI chip revenue by a wide margin.

What is happening in Saudi Arabia is no longer a one-off. Gulf states are building parallel AI stacks with their own chips, their own data centers and their own licensing terms, and Washington is negotiating each relationship separately rather than setting one regional policy.
That approach gives the U.S. leverage over individual deals, but it also means every AI infrastructure story of the Gulf now carries a regulatory subplot investors have to track alongside the engineering.
Saudi Arabia’s next 250 megawatts will show whether that leverage stays a formality or becomes a genuine bottleneck for investors banking on sovereign AI growth.
